Romania Medical Cannabis Legislation

In 2013, Romania passed an extremely narrow legalisation of medical cannabis treatment, allowing the use of derivatives of cannabis up to 0.2% THC in medical treatment.

The 2013 law also theoretically permitted the cultivation, manufacture, import and export of cannabis under licence, though no such licences have been granted for medical cannabis.

In 2019, a draft law expanding medical cannabis access and further regulating its cultivation and manufacture in Romania was adopted by parliament, but was ultimately rejected by parliamentary vote.

The current situation is that further regulatory frameworks need to be established before either medical cannabis treatment or production is a practical possibility in Romania.
