Is cannabis legal in Slovenia?

Slovenia first legalised medical cannabis (flowers & extracts) in March 2017 by removing cannabis from a schedule 1 narcotic with no medical value to a schedule 2 narcotic with a high potential for abuse with medical value.

Under the 2017 law, theoretically, medical cannabis flowers and extracts could have been obtained magistrally through a special prescription or import exemption provided by the Public Agency of the Republic of Slovenia for Medicinal Products and Medical Devices (JAZMP). However, in practice, this was not routine and medical cannabis treatment was virtually inaccessible to patients.

On 15 July 2025, Slovenia’s National Assembly passed the Medical Cannabis Measure, which is deemed one of the most progressive medical cannabis frameworks in Europe in terms of both commercial operations and patient access. The framework introduces an open licensing system in which any commercial operator can obtain a licence as long as they meet the criteria and standards set by the Slovenian Agency for Medicinal Products and Medical Devices.

Any doctor can now prescribe medical cannabis for any condition which they deem appropriate, though prescription amounts will be limited to only a one-month supply of medicine.
