What Poland's crash and recovery tells us about regulatory risk

Poland built one of Europe's most instructive medical cannabis markets almost by accident. Legal since 2017 but wrapped in a lengthy, bureaucratic product-authorisation process, the market nonetheless grew strongly from 2022 to late 2024 — driven by a rise in authorisations, stronger import and distribution chains, falling prices, growing clinician awareness and, above all, telemedicine.

Then the rules changed. In November 2024, Poland's Ministry of Health restricted online consultations for medical cannabis, requiring prescribers to examine patients in person before any remote follow-up. A market whose growth had been carried by telemedicine absorbed the shock directly — and the episode is now the cleanest European case study in single-lever regulatory risk: when one access channel dominates, one rule change can reprice the entire market.

The recovery is visible in the numbers, but so is the scar tissue. We estimate Polish medical sales at over €57 million in 2025, growing to around €80 million by 2027 — the slowest trajectory of Europe's major medical markets; the full forecast to 2030 is in the Poland data pack. Patient numbers rise from around 95,000 to 131,000 over the same period. Poland also remains wholly import-reliant, with no domestic production industry, which leaves supply exposed to the same authorisation bottlenecks that constrained its early years.

The lesson for anyone modelling a single-market thesis: identify which lever carries the growth, then ask what happens when a ministry moves it. In Poland's case the answer took one announcement.
