EU Council adopts negotiating mandate to recognise whole hemp plant as agricultural crop

The Council of the European Union has adopted a negotiating mandate that would recognise the whole hemp plant, including flowers and leaves, as an ordinary agricultural product for the first time. The position now goes into trilogue talks with the European Parliament, whose Agriculture Committee wants a 0.5% THC ceiling against the Commission's 0.3%. The reform would only take effect with the 2028 to 2034 budget cycle, and member states would keep powers over end use, leaving room to keep criminalising hemp.
